Anti-terror law

I'm not a lawyer. So I will not discuss the merits of the provisions of the bill, nor will I dwell on the policy positions of both those for and against the Anti-Terrorism Bill. However, I am surprised by the fact that only a few days had passed after the Anti-Terrorism Bill became an enrolled measure, a significant number of congressmen who previously signed their approval of the bill, withdrew their support for the controversial legislation. I cannot fault President Duterte if signs the Anti-Terrorism Bill into law, because the President relies on Congress in the crafting of laws. As we all know, legislation of laws is a Congressional mandate and the President's task is to sign these bills into law.

What we are only hearing are anecdotal accounts of how people were healed, rather than factual and science-based. Banning Single-use Plastics

Most importantly, it's not plastic's fault that rivers and creeks are clogged. The blame lies in all irresponsible and insensitive people who indiscriminately throw their waste into rivers and creeks. These people may not know it, but they are the ones causing the floods, These people should be fined because the government is spending billions of pesos every year to unclog the waterways. As Chairman of the Federation of Philippine Industries (FPI), our group would like to appeal to President Duterte and the gentlemen and ladies of both Houses of Congress, to at least try our proposed solution to save our waterways, before legislating a law to regulate single-use plastic.

Hopefully with flooding in some low lying areas in Metro Manila significantly reduced, if not stopped because of less plastic trash on rivers, lakes and other water tributaries, residents of National Capital Region will be greatly relieved. However, I am amazed why the Bill zeroed in on regulating single-use plastic and Styrofoam only, when we see much bigger non-biodegradable trash such as old furniture, old appliances and used tires, among others that also clog our water tributaries. Would their exclusion not make HB 9147 a shortsighted legislation?

Philippine politics is entirely unique. We have a political system where its rules against vote-buying during elections, for instance, are ignored. It's sad to note, though, that a significantly number of Filipino voters allow their inherent right to vote to be bought. Morality in the Philippine politics must have already gone down the drain, that Philippine politics is characterized with guns, gold and goons. This explains why some monied political families can hang on to various elective posts at the same time and for a long time. Thus, a sustained education campaign for Filipino voters should be undertaken, if only to enlighten them of the ill effects of irresponsible voting.

Even in the current unitary form of government where the state is governed by a single power and the central government is supreme, political monopoly by some families can hardly be stopped. And the moment they are given the power and authority to govern themselves as a federal region, things could get worse. The various federated regions would most likely have their respective political dynasties. Thus, before the shift to federalism, the anti-dynasty law should already be in place. Otherwise, more political dynasties would be created in the federated regions, which the federal government would no longer be able to handle.
