Hence, the Anti-Terrorism Act of 2020 as a proposed bill has one clear message: To "terrorists" who commit crimes against the Filipino people, against humanity, and against the Law of Nations, our policy will be one that is swift, effective and constitutional.

International terrorists and the perpetrators of transnational crimes and especially of the cross-border trafficking of prohibited drugs, reportedly look for countries where border authorities are not well-supported or strengthened by their governments to stop them,

The Anti-Terror Law, the way I see it, talagang dapat naman meron tayong batas na kontra sa terorismo. 'Yun ang isa sa pinakamalaking problema sa buong mundo hanggang ngayon. We have to have it now. Is the Anti-Terror Law in its present form, tama ba 'yun? Lahat ba ng provision nun ay tama? Mahabang usapan yan, marami tayong titignan na iba iba. Pero as a principle, kailangan natin magkaroon ng gabay para sa ating mga kapulisan, para sa ating sundalo, pati na rin sa lahat ng nasa gobyerno kung paano lalabanan ang terrorismo. Dahil hindi tayo ligtas diyan at nakita natin ang maraming maraming bansa na hanggang ngayon ay lumalaban sa terrorismo. Kailangan tayo ay handa rin.

Iparerebisa ko iyan (Anti-Terror Law) hanggang sa ma-repeal 'yan dahil isa itong panunupil sa karapatang pantao, isang paraan ng marahas na pamumuno. Hindi ako sang-ayon sa marahas na pamumuno.

In the wrong hands, this can be frightening. Because a law with too much discretion is more often than not prone to abuse. For all the supposed merits and the dangers raised, this much is clear.
