The groundbreaking ceremony for the DRDC was led by the National Council on Disability Affairs (NCDA) in 2017. The DRDC is envisioned to be a hub of information, program and policy creation, capacity building, and networking for its stakeholders. The DRDC will serve as a particular site for skills training and will also feature an accessible library, according to Carmen Reyes Zubiaga, NCDA's acting executive director. Mobility aids and devices, a multifunctional events center, and an accessible dormitories will all be available at the center.

In 2015, the NCDA developed a national framework for a disability-inclusive disaster risk reduction strategy, as well as organizing campaigns among government agencies, non-governmental organizations, local governments, and communities.

During the Fully-Abled Nation (F.A.N.)’s Post Election Summit, she encouraged the participants to pursue their dream of being someone deserving of respect and an individual with equal rights, having spent her entire life advocating for the rights of people with disabilities. She also requested assistance in implementing "disability inclusive development." The NCDA's aim, she said, is to empower people with disabilities and enable them to participate in all parts of life. The PWD Sector was able to exercise their right to vote and achieve respect as individuals with equal rights, rather than objects of charity, thanks to the FAN.

The National Council on Disability Affairs (NCDA) announced the appointment of the first three lawyers tasked with assisting the disabled in the court system. The project was started by the Quezon City City Council's Sub-Committee on Access to Justice and Anti-Discrimination, as part of the council's objective to make the courts more accessible to the poor and disadvantaged. The three lawyers, Florences de Belen of the Department of Justice Action Center in Padre Faura, Manila, and Demiteer Huerta and Maria Agatha Mijares of the Public Attorney's Office (PAO) headquarters in Quezon City, will handle complaints from PWDs who, according to Zubiaga, are often discouraged from reporting abuses due to their condition.
