Commission on Audit demands former QC Mayor Herbert Bautista the return of P830,000 intelligence funds

The Commission on Audit has demanded from former Quezon City Mayor Herbert Bautista the return of P830,000 out of the P20 million in intelligence and confidential funds (ICF) he received in 2010, saying that the disallowed expenditure was ?irregular and illegal.? In a decision released recently, the COA-Commission Proper reduced the amount of Bautista?s liability from the P20 million ICF that was originally covered by a notice of disallowance issued in 2015 to just P830,000. In response, Bautista stressed that the POP appropriation was provided for in the allocations for the Quezon City Police Department, QC Fire Department and Department of Public Order and Safety as reflected in the P9.42 billion city budget in 2010. He said the liquidation reports and supporting papers for the cash advances were based on documentary requirements, among other justifications.

The Quezon City Legal Office through Atty. Carlo Lopez Austria accused Bautista as well as former city administrator Aldrin Cuña and former city engineer Joselito Cabungcal of entering into a P27.62-million deal with Cygnet Energy and Power Asia Inc. for the installation of the solar panel system and waterproofing of the city hall?s rooftop.

Plunder complaint filed against Bautista and several others before the Office of the Ombudsman

Gascon, the internal auditor of the Quezon City government?s Internal Audit Service audited the QC Smart City Data Infrastructure project which aimed to provide a citywide broadband network by deploying free internet base stations in villages that would provide residents free internet access. Gascon said Bautista released P263 million or 90 percent of the funding for the project even if no services had been delivered.

On Hero, Herbert said that their sister Harlene has been monitoring his progress in rehab.

Bautista accused of punching suspect for robbery-rape cases

Bautista punched and kicked Mark Soque, who was arrested earlier in the day in Quezon City, radio dzBB's Rowena Salvacion reported. Bautista has denied hitting a man tagged in the killing of a Korean woman and raping of three other women, according to the Commission on Human Rights (CHR).
