Secretary Gonzales has more than twenty years of experience in conflict management and peace negotiations in the Philippines, having served as Peace Panel Member in talks with Moro National Liberation Front (MNLF) which signed a Final Peace Agreement with the Government of the Republic of the Philippines in 1996, and as principal senior official in back-channel efforts in the talks with the Moro Islamic Liberation Front (MILF) and National Democratic Front (NDF).
Secretary Gonzales before entering government service, had long experience in trade union and peasant organizing. He is currently the Chairman of the Philippine Democratic Socialist Party (PDSP).
Norberto B. Gonzales is a peace adviser who graduated from Ateneo de Davao University with a degree in pre-medicine. He served for more than two decades as a conflict manager, a peace panel member and as a trade and peasant union leader.
He finished his Bachelor of Science in Pre-Medicine at the Ateneo de Davao University in 1968 and Master in National Security Administration (MNSA) from the National Defense College of the Philippines in 2006.
Back in the 1960s, the height of social unrest during the second term of Ferdinand Marcos. As young and idealistic as he was then, Gonzales dropped out of a masteral degree in chemistry to join the wave of protests against the government.
Under the PDSP, Gonzales with several other youngsters served as supporters of what was then the democratic opposition. During the martial law, they organized mass actions for the likes of prominent opposition personalities Jovito Salonga, Raul Manglapus, Gerry Roxas and Eva Estrada Kalaw.
Norberto Gonzales originally aspired to be a doctor. But his dream was disrupted right after he wrapped up a pre-med degree in Ateneo de Davao by the inchoate rumblings on the streets, that would eventually bring down the dictatorship of Ferdinand Marcos.
He was the 36th Secretary of the Department of National Defense under the administration of Gloria Macapagal-Arroyo.
