Gutoc resigns over Duterte's rape joke and martial law declaration

She was prompted to resign over Duterte's joke that he would take the blame for soldiers who committed rape while martial law was in effect in Mindanao. Another reason she resigned was the martial law declaration which caused thousands of residents of Marawi to flee from the clashes between government forces and Maute terrorists.
