Baguilat's name was listed among those mentioned by President Rodrigo Duterte involved in the DPWH corruption

Among the nine lawmakers who were named, Baguilat was alleged to have been receiving kickbacks from construction projects in Ifugao in connivance with former District Engineer, Lorna Ricardo. In his tweet, Baguilat claimed that if he was receiving kickback, he would not try so hard to help sell products of Cordilleran producers.

Congressman Baguilat claims 'not guilty' of graft charges

Baguilat, then serving as Ifugao governor, and two provincial officials allegedly conspired to have purchased a second-hand Isuzu Wagon Trooper worth PHP900,000. He said that his right to a speedy disposition of cases was violated, since the alleged offense took place in 2003 but the charge was filed only on Feb. 9, 2018.
