Melchor Chavez was declared a nuisance candidate five times

Chavez ran for senator in the past elections since 1992. He was disqualified by COMELEC and declared a nuisance candidate five times, and three times he was allowed to run in the past national elections. Despite having been a perennial losing candidate, he kept on persisting. He said, "Kung ako’y hindi na magtatakbo, wala na akong pagasang manalo."

Chavez, in a sworn statement before the DOJ claimed that Hubert Webb's passport was fake. He also claimed to know of an 'Edmund A' who produced the fake passport for Webb however, Chavez could not provide any details after further interrogations.

Chavez filed a disqualification case against President Gloria Macapagal-Arroyo

In his petition to disqualify President Arroyo, Chavez claimed that Arroyo's certificate of candidacy was just a simple piece of paper that has been notarized by an assistant city prosecutor. He also claimed that it was not filed.

Mel Chavez's candidacy was disqualified by COMELEC which led to his frustration. He began to direct curses at Atty. Miranda who in turn challenged him to a fight outside the COMELEC office.
