Melchor Chavez was declared a nuisance candidate five times
Chavez ran for senator in the past elections since 1992. He was disqualified by COMELEC and declared a nuisance candidate five times, and three times he was allowed to run in the past national elections. Despite having been a perennial losing candidate, he kept on persisting. He said, "Kung ako’y hindi na magtatakbo, wala na akong pagasang manalo."
